The standard requires practical training to be conducted in stages under the supervision of a trainer: Stage 1 (Basic operations) — no-load operation of each mechanism: hoisting and lowering (inching and continuous motion), crane bridge and trolley travel, slewing and luffing (where applicable). Trainees must achieve smooth starts, steady travel, and precise stops on all mechanisms. Stage 2 (Loaded operations) — lifting operations at 50%, 75%, and 100% of rated load. Trainees learn lifting path planning (avoiding obstacles), positioning accuracy (to millimeter-level precision), and emergency stop procedures. Stage 3 (Integrated operations) — simulated complex scenarios: lifting in confined spaces, high-level positioning, load control during luffing (for tower and jib/boom cranes), and operating considerations for night shifts and adverse weather conditions. Total hands-on operating time for initial training must be no less than 40 hours.
Skills Assessment and Certification
The standard specifies that operator skills assessment must be conducted by a qualified assessment body: Theoretical examination — written or computer-based, covering true/false, multiple-choice, and short-answer questions. The full mark is 100, and a score of 80 or above is required to pass. Candidates who fail the theoretical examination are not permitted to take the practical assessment. Practical assessment — conducted on a real crane (or a certified simulator), with no fewer than 3 assessment items: basic operation (combined hoisting and travel or slewing), positioning accuracy (placing the load at a designated point with a deviation of ≤50mm), and emergency operation (correct response after a limit switch is triggered or partial brake failure). The practical assessment is scored independently by 2 or more assessors, and the average score is taken. Candidates who pass are issued a Special Equipment Operator Certificate by the certifying authority, valid for 4 years.
